Many of the revolutions, as well as both the Aztec and Inca rely on swarming weaker, low population units. Strelets still cost 1 pop each and a single ronin would tear them to shreds. There is supposed to be a trade-off between your very survivable and powerful high population units (mercs, elephants, artillery, etc) and your swarm units.
